According to Aite Group, the answer is the cardholder. And that makes the news that BillGuard will now be available to the millions of consumers using Android smartphone and tablets all the more worthwhile.

The iPhone app for BillGuard has been available for almost a year (see below). But today's announcement comes not just with great news for Android users, but also with some pretty nifty news for BillGuard users of all types: the arrival of data breach alerts.

These personalized, individual alerts will let BillGuard customers know when a data breach has occurred at a store they have patronized. BillGuard customers are notified by way of email and push-alerts, and the technology continues monitoring afterwards, letting users know if any suspicious activity takes place on their cards.

The beta version of this technology, according to BillGuard CEO Yaron Samid, helped cardholders identify more than $1 million in fraudulent charges since the Target data breach.

A few interesting metrics about BillGuard:
  • More than 500,000 users of iPhone mobile app since launch in July 2013
  • Identified more than $60 million in suspect charges since inception
  • Supports more than 5,000 credit and bank accounts in the U.S. and Canada
  • First service to directly alert cardholders to breaches at retailers like Michaels, Neiman Marcus, and Target
BillGuard has been the recipient of high-quality press in recent weeks. The company was featured on ABC World News with Diane Sawyer in early April, and was profiled in the New York Times a few weeks afterward.

BillGuard demoed its technology at FinovateFall 2011 in New York. Founded in 2010, the company has raised $13 million in funding from investors such as Peter Thiel (Founders Fund) and Eric Schmidt (Innovation Endeavors).

BillGuard, the startup that alerts consumers of incorrect charges, has taken its platform to a new level today with the launch of analytics and deals features on its iPhone app.

Its self-titled Smart Money App has two new features:

  • Spending Analytics: helps users analyze their finances month-over-month by comparing spending habits.

  • Smart Saving: shares deals with users based on their spending habits that could help them save money. In order to keep coupons relevant to users, BillGuard lets them redeem or reject coupons.

The launch of this update marks BillGuard's transitions from a reactive financial management approach to a proactive one. Since users log into the New York-based company's app an average of four times per week, it is hoping to make financial management a steady habit.

With BillGuard's help, consumers can now view their credit and debit card balances, recurring charges, and potentially fraudulent charges, all on their iPhone.

The New York-based company recently launched an iPhone app, which it calls a "Smart Inbox for Money," to help users identify suspicious and fraudulent charges on their credit and debit card statements.

The app takes a more active approach compared to the desktop platform. The new mobile experience is a beautiful way to view credit and debit card transactions, and it uses push notifications to encourage logins. Watch the video at the bottom of the post for an overview of the mobile experience.

Here's a quick look at my experience with the app, researching potentially fraudulent charges from an unknown merchant:

1) Users can sign up directly from the app. Since I already have an account, I was prompted to set up a 4-digit PIN. Once inside, you can add credit and debit cards by entering your account credentials.

2) An overview of one of my three card accounts:

3) The Priority section alerts me to charges that others have marked as suspicious or where BillGuard does not recognize the merchant (see below):

3) When I follow up to determine if this charge is fraudulent, I'm presented with four options. I selected, Help me recognize this:

4) Then I'm presented with four options to begin some detective work. In this case, I Googled the merchant name.

Thankfully, Google solved the mystery, but I could have also emailed or texted my friend who was with me on the afternoon the charge occurred.

5) After discovering that the charge is from Flathead Lake Brewing Company, I selected Name this merchant to add to the merchant information to BillGuard's database. 

To date, the startup has scanned almost a billion transactions.

Below is the pricing structure for BillGuard's app, which Apple chose to feature in the App store today as New and Noteworthy. 

Until August 31, BillGuard is holding a launch special that will allow users to load up to 10 cards on the platform for a one-time fee of $9.99. Beginning in September, the same service will cost $45/ year.

Aside from its direct-to-consumer offering, the New York-based company also offers BillGuard Resolve for merchants and BillGuard FI for banks which won Best of Show  at FinovateSpring 2012.

Thumbnail image for Thumbnail image for Finovate-F-Logo.jpgAs part of its mandate to develop innovation and entrepreneurship in the consumer financial marketplace, the Consumer Financial Protection Bureau is calling on the help of three Finovate alumni.

BillGuard, Plastyc, and Simple are taking part in the first phase of the CFPB's Project Catalyst, which has three goals: 

  • Establish firm lines of communication with innovators
  • Understand new and emerging products in the market
  • Engage with innovators
In a statement, the CFPB noted that the "data-driven agency ... always wants to learn more about what innovators are discovering about consumer wants, needs, and practices."

To that end, here's a quick key to what each company does and how each will contribute to the project.

Bill Guard

Bill Guard provides consumers with email alerts to warn of questionable activity in their debit or credit accounts. As part of Project Catalyst, BillGuard will be providing data on customer complaints and dispute resolution.

Plastyc

Plastyc provides an online-based, prepaid card that serves as an alternative to traditional checking accounts. Here, the CFPB is hoping to learn more about how consumers are using remote mobile check deposit, as well as the importance of immediate access to deposited funds.

Simple

Simple is a virtual bank that provides checking, savings and debit-card functions via a state-of-the-art user interface. Simple's Goals savings program, which allows customers to make daily, set-aside contributions toward an eventual purchase, is largely what the CFPB is looking to study.

Note that while all three companies are sharing data with the Consumer Financial Protection Bureau, no personally identifiable information will be included.
